Not really. Actually the important thing in an icon is the picture, better, the "frame". It's like the job a director, choosing a determined point of view for a pic. In addition to this there are textless icons what have color filters or other thingies that show the work of the "iconist" (XD). Don't you hate when people take those icons and add their crappy text in a hideous color on them, treating them as bases?
After all there's basic difference between "bases" and "textless icons": is the person who takes the screenshot/crop them to specify the difference. When someone says "Texteless icons are not bases" he/she means in the current posted batch, not in the whole universe >_>;
